I think I have the same problem as the OP.

When starting a new video project with the intention of burning a .avi file into vcd format, no matter what options are selected the start burn button stays unsellectable. I have attached a screenshot in .png format.

the Burn button is grayed out and can not be
clicked. There is no information displayed as to why the button is disabled.

Either the button should be enabled or there should be a message indicating the reason it is disabled.

To reproduce this bug:

Start Brasero directly and select "New Video Project"
click add, navigate to a .avi file and click add.
At this point Brasero seems to be working just fine and imports the file with no errors.
Click "Burn", again it appears to be working.
After clicking burn is when you see the problem, the next "Burn" button is grayed out without any explanation no matter what size the .avi is, how many files are added. etc...
It detects the cd-R and says it is recordable, but nothing you do allows the greyed out box to become clickable.
