I'd love to, but I don't have the time to do makework on packages that
we all want to be removed from Debian as soon as feasible.

So if someone says "I've figured out the list of packages that
libgnome-dev needs to depend on, this is it", I'll happily make the
change. But I don't have the time to figure out the list myself.

Hmm, looks like this bug "libgnome-dev: replace xlibs-dev with
individual packages" was closed in 1.4.2-28 without being mentioned in
the gnome-libs changelog. I'm taking the liberty of closing it now.

Fixed in version 1.4.2-30 present in Ubuntu. Closing this bug.
