When installing Thunderbird on a french- localized Ubuntu, the thunderbird-locale-fr is not installed, so Thunderbird still speaks english.

you mean the ubuntu-fr Documentation (wiki) ? yes, it explains that you have to install thunderbird-locale-fr in order to get Thunderbird in French. But the bug is still valid: Thunderbird should be in French out-of-the-box.

I agree with that: a beginner doesn't even knows that ubuntu-fr exists and justs throws out Linux for that.

I confirm this bug for thunderbird-locale-nl as well.

Ideally some type of system should be in place that will install whatever language the user was already using for it's system when adding a new program that has corresponding localization packages. I.e. when installing thunderbird, the thunderbird-locale-XX package belonging to the users language should be installed (or at least suggested to the user).
