widgets appear on opposite screen edge when panel size is made smallest

Bug Description

Binary package hint: kdebase

When the KDE4 panel is pushed down to it's smallest size, and released, the applets appear on the other edge of the screen:

When pulled back (panel is made bigger again), they become normal though.

Tested on Kubuntu intrepid beta
