Bug Description
There have been OOPSes when trying to transition the bug task linked to a given bug watch to a new status. (OOPS-1011CCW2811, OOPS-1011CCW2974).
Both of these have occurred with RT instances. The error: TypeError: Not a DBItem: <type 'str'> suggests that for some reason a string is being passed to BugTask.

RequestTracker. convertRemoteIm portance returns UNKNOWN_ REMOTE_ IMPORTANCE. getRemoteImportance is meant to do that, but convertRemoteIm portance should return BugTaskImportan ce.UNKNOWN.
