Bug Description

Binary package hint: file-roller

When clicking on a rar file, file-roller should ask if you want to install unrar from multiverse. If you install unrar first, file-roller unpacks the file perfectly.

No, I think the point of the bug report is that rar files are
associated with file-roller, though if you try to open them
file-roller just gives you an error. Instead it should offer to
install unrar (or unrar-free). A new user is going to see this error
and not know how to open the file.
