setuptools and with it buildout depend heavily on the package index at http://
Many projects use buildout or are distributed as eggs or via pypi. For installation of these packages you need pypi to be up.
When using buildout for deployment and pypi goes down with or during the call of buildout, your installation is wrecked and you produce a serious downtime (except you have other techniques to keep your site up).
