Bug Description
I'm using gscrot 0.60~ppa4 here. I can't resize the draw window. So i have to scroll to get into every corner of my screenshot. Using Ubuntu Hardy Heron with Compiz here.

Resizing is currently disabled, that's right.
The whole drawing tool needs to be reimplemented because there are a few limitations (e.g. no support of transparency). So it's not worth fixing this bug in the current version.
I'll put that on the wishlist for the new tool.
