Impossible to change language in System Settings

Bug Description

Binary package hint: systemsettings

Fresh install of Intrepid, systemsettings version 4:4.1.2-0ubuntu2 , amd64

When changing the language in System Settings, the progress dialogue loops indefinitely (It goes 0% climbs to 90% drops to 5%, climbs to 90% and loops back).

Steps to reproduce:
System Settings -> Regional & Language -> Set ``Country or region:'' to ``Canada'' (also happens with Mexico...). Add ``British English'' as a language and apply.

However, it seems that after it has looped back, if you hit cancel and restart System Settings, it keeps the changes. I haven't tested if the changes remain after a login/out.

I have followed your steps. I don't even get a progress bar. No errors either.

When changing back to Germany/German I get a progress bar for about a second. It displays 5% and then is done.

So it just seems to work for me.
