OOPS when attempting to render a timeout page

Bug Description
When rendering the timeout exception, an attempt is being made to adjust the timeout settings which fails because the db connection is already hosed at that point. According to stub, It won't happen often, since we only update the timeout if the value is more than 5 seconds less than what we think it is set to. Also, he says it is rather unlikely to happen rendering any particular timeout page.
Since it's happening often, I'm filing this bug.

This fix is less definitive than some, but I am hopeful that we've tracked down the source of this and solved it.
