caps-lock on has same affect as holding shift

Bug Description

When caps-lock is on it has the same affect as holding down the shift key.

I.e. when caps is on you can't suspend a process (ctrl+z) as it thinks shift+ctrl+z is pressed so toggles between showing all/ current terminals.

I can't reproduce this, but instead I can't split the window (with ctrl +e / ctrl +o) when caps lock is activated - that's really annoying.

I can confirm this bug for both the above examples:
- run top, hold the caps-lock, press ctrl+z in order to background the proccess, the -d option show:

on_key_press: lookup found 'scaled_zoom'
on_vte_key_press: lookup found 'scaled_zoom'
toggle_zoom: not zoomed. remembered titlebar setting of False

So is clear that it have get the ctrl+shift+z command instead of the ctrl+z one.

- unable to split with ctrl+e / ctrl+o with the caps lock active

OS: Ubuntu 8.10 Intrepid Ibex 64bit
Kernel: 2.6.27-9-generic
Terminator version: 0.12 (bzr revision 628)
