cpu speed doesn't adjust to cpu power management when ac-power is plugged in or plugged out

Bug Description

When I connect the ac power in my laptop (sony vaio vgn fs415M and Hardy x86) my cpu speed doesn't adjust to cpu power management settings (power management preferences -> on ac power -> computer speed policy -> always maximum speed), that is to maximum speed but still remains to "based on processor load" as it shouldn't have ac-power plugged in (but the battery icon in the status bar changed indicating that is in charging state, so the ac-power was detected).
However if I reboot the system with ac-power plugged-in the cpu is at correct speed (that is at maximum speed).
I see cpu speed with "cpu frequency scaling monitor" applet (version 2.22.2) or with "cat /proc/acpuinfo"
The same thing happens if I am in the contrary situation (that is I start with ac-power plugged in and then I plugged out ac-power and my cpu freq is always at maximum speed).

I say first that I enabled "computer speed policy" option in power management preferences via gconf-editor as the gui hasn't this option from default (I think this is a thing to fix in next distros as well as in Hardy)
