Bug Description
The fix for bug 261330 had the unfortunate side effect that if a branch to be mirrored for a product which a default stacked on branch does not support stacking, it will be mirrored as a branch7 anyway. And then completely remirrored the next time the puller runs, &c&c.
We should really really fix this before the 2.1.10 rollout.
