Put a search box on 404 pages

404 (not found) pages should have a search box. After all, is there any case where you're more likely to want to search than when you don't find something?

Bug 3942 is a step beyond this: instead of just providing a search form, provide search results based on the components of the incorrect URL.

I don't think this is really a duplicate. Adding a search box is not the same thing as returning search results, and it's a lot easier to do.
