sysv-rc package should suggest rcconf

Bug Description

Now sysv-rc package suggests 2 packages for configuring startup script in runlevels - graphical bum and text-mode sysv-rc-conf, which is not user-friendly.
I found another text mode tool for configuring startup script in runlevels - rcconf. This tool is more user-friendly, than sysv-rc-conf - it displays services descriptions if user runs update-rcconf-guide after installation. If someone would fix bug https://launchpad.net/distros/ubuntu/+source/rcconf/+bug/13332 then rcconf would become even more user-friendly ;)

I found one more runlevels (init script links) and startup services configuration utility - sysvconfig. This utility has more features, than sysv-rc-conf or rcconf, also it is more user-friendly than sysv-rc-conf. Please add this utility to recommends or suggests field of sysv-rc package. I think sysv-rc package suggests field should have this line:
Suggests: bum, sysvconfig | rcconf | sysv-rc-conf

No particular reason, it would result in that package being suggested for every desktop

Better to provide one under ubuntu-desktop
