[intrepid KDE4] monitor settings not restored on login

Binary package hint: kdebase-workspace
I have an external monitor hooked up to my dockingstation.
I rotated the monitor (Viewsonic VP 211) left. It all works when set via the systemsettings. 1200x1600 pixel.
When restarting the system it starts with the orientation and screen resolution of the laptop display (lid cloesd BTW).
Expected behaviour: restore the last session like in hardy
Immediately after klicking to the "Display" icon in systemsettings the display rotates and the wanted resolution is set. Awkward to click the icon with the monitor rotated though.
The background image is left as if the monitor has the resolution of 1280x800 leaving the lower half of the monitor with random garbage pixels - the application windows work as expected.
Expected behaviour: scale the image to the actual resolution
Setting the image to "none" is no workaround.
Could be related:
The splash screen (Kubuntu image and progress bar) does not work anymore - just a blank screen until the login window for kdm.
