Windows do not get keyboard focus when clicked

Using Ubuntu Intrepid alpha 6

1. Have terminal window unfocused on the desktop
2. Click terminal window's title bar => window is brought to foreground, but title-bar stays gray and previous window still has keyboard focus
3. Window menus work. If I example select "Help -> About" and close about box then focus is returned correctly to terminal window

* If I select window with ALT-TAB or from bottom panel, it receives focus correctly
* This behavior happens at least with Terminal and Evolution windows
* This does not happen with either Firefox or Open office. They always get focus when clicked.

It might be relevant to mention whether you are using metacity or compiz when this happens.
