Keyboard shortcuts don't work in the Touchpad tab of the Mouse conf. panel

Hello,

Quite straightforward bug; everything is contained in the title.

__Steps to reproduce
1. start the mouse configuration panel
2. select the "Touchpad" tab
3. try to use the keyboard shortcuts for "Help" (Alt+H) or "Close" (Alt+C).

__What happens
Nothing.
More precisely, the shortcut seems to toggle the focused state of the buttons (color changes) instead of "clicking"

__What was expected
Opening the help browser, or closing the window

I'ts true that Ctrl-C and Ctrl-H won't work: the first is mapped on the ""Enable mouse clicks with touchpad" checkbox, the second one on the "Enable horizontal scrolling" checkbox.

Upstream developer on gnome bugzilla says it is a Ubuntu problem that should be handled as such:

The UI library doesn't know which widgets you hide/remove/add, so while it's
possible to check for conflicts there you can never be sure whether it really
is a problem.

In this particular case, the touchpad tab doesn't even exist in the upstream
version. This is a Ubuntu problem.
