/projects, /distros, /people pages are missing application tabs

<https://launchpad.net/upstart> has application tabs, but <https://launchpad.net/projects> does not.
<https://launchpad.net/elbuntu> has application tabs, but <https://launchpad.net/distros> does not.
<https://launchpad.net/~mark-diveintomark> has application tabs, but <https://launchpad.net/people> does not.

This is inconsistent.

One way to fix this would be for the /projects, /distros, and /people pages to have application tabs that go to exactly the same places as those on <https://launchpad.net/>.

Another way would be for "Projects", "Distributions", and/or "People" to reappear as elements in the hierarchy that can themselves have facets. So for example code.launchpad.net/people might highlight the most prolific code contributors across Launchpad, while translations.launchpad.net/projects spotlighted the projects most successful at using Launchpad Translations, and so on. This would be much more work.
