There are no error messages, the DVD just plays with fat horizontal lines that break up the picture.. using Ubuntu 8.04 latest version one week old, and using movie player 2.22.1 that has Gstreamer 0.10.18 and Gnome

I do apolagise, the symptom is more pixilated then when I first played it, although I have not rebooted for several days.

  I have the libdvdread3 installed, but not the 'libdvdcss2'

is this something i should download and install outside the ubuntu
'synaptic package manager' ?

Yes, it's a package for decrypting DRM'd DVDs, something the US DMCA
doesn't allow, but which is legal in other countries. For that reason,
it's not in Ubuntu's repositories. medibuntu.org has it.
