Theme and modules settings should be in the code branch

Bug Description

Things such as the running theme and the list of modules enabled should be in the code branch and the corrispondent database table should be dropped. This may lead up to many advandages, both for us and the community:
 1. everybody will be able to set up their local instance without many problems;
 2. it'll be easier and faster for us to do upgrades, reducing the downtime noticeably.

These settings may be in the settings.php file of each domain.

(It may make sense to fix this upon bug #272501)
