After adding a language support system reboots twice

Summary:
When adding languages from Administration applet, the system reboots twice. Looks like an X restart then a full reboot.

Steps to Reproduce:
1) Flash system
2) Select Esperanto in OEM-Config
3) Complete configure
4) Select Administration category then Localization
5) Check the box for Esperanto and complete install
6) Click Close and reboot from "Quit"

Expected result:
System fully reboots then comes back up in esperanto

Actual result:
X restarts then after a couple seconds, system completely reboots.
