[win32] Seeking with mouse freeze Elisa

Seeking with mouse with the new player freeze Elisa. I can reproduce it on 50% of windows PC.

Step to reproduce:
1. Play a movie in Elisa under windows
2. Seek a lot with the mouse

Expected result :
The move seek

Current Result :
Elisa Freeze

I think it's because we send to many seeking event. On 50% of PC, it's not crashing, but the progress bar feedback is slow.

I have opened a bug for the slow feedback : #273127

The freeze is not related to it.

I was unable to reproduce it at all on Windows XP with Elisa 0.5.19. I stressed seeking a *lot* with many different containers and codecs.

The new build solve this issue, I can't reproduce it neither. It's probably with an old version of Klite that we don't support.

The seeking mouse while playing video does not freeze elisa. Bug fix verified. Adding tag as Fix-verified.
