Bug Description
since bug 264701 was fixed merge-upstream fails as if the new upstream has
already been merged it won't be spotted if the changelog doesn't include it,
as the new upstream won't be part of the ephemeral upstream branch. It
should instead to check if the new upstream is in the history of the packaging
branch.
