Ignore debian/* in Ubuntu tarballs

Bug Description

Import approval & processing for Ubuntu has some special cases that we can automate. One of them is that files inside "debian" directories are to be ignored.

We've handled this in the past by tediously blocking the templates manually, after which their translations are auto-blocked. These blocked files make up a large proportion of the import queue, increasing load on the server and slowing down the auto-approval script—possibly the import script as well. We might as well shortcut this by not letting them get into the queue in the first place.

The files from the tarballs are "uploaded" by Soyuz, in SourcePackageRelease.attachTranslationFiles().

As I mentioned on the phone to Jeroen, this should just be debian/po/ (i.e. debconf translations) rather than everything in debian/.

There's also the issue with OpenOffice.org currently being uploaded with "debian/" in their paths.
