The texlive-latex-extra package description lists empheq, but doesn't contain it. It's contained in texlive-math-extra, as part of the mh bundle.

I've checked installed files by texlive-latex-extra 2007.dfsg.1-1 and texlive-math-extra 2007.dfsg.1-1 and can confirm it.

This is solved in TeXLive 2009 which is now in Lucid. Package description doesn't mention empheq anymore.
