Saving as Plain SVG removes <switch> tag

Bug Description

If a svg file contains a <switch> tag, and you save it as an Inkscape SVG, it is not altered. However, using "Save as plain SVG" exchanges the tag with a <g>. This doesn't make sense since the renderer seems to be perfectly capable of handling, for example, multiple language versions via the systemLanguage attribute. Also, <switch> is a regular SVG element since at least version 1.0, so why remove it?
