d4x cannot handle urls that contain ~ and some other characters allowed by HTTP

Bug Description

Binary package hint: d4x

If url contains tilda (for example address like this http://heather.cs.ucdavis.edu/~matloff/UnixAndC/CLanguage/Debug.html) then d4x cannot download it. Below I upload a fix but it works only when Bug 155368 is fixed. I.e. when line nr. 184 in main/addr.cc is removed.

'lsb_release -rd' gives

d4x:
