+rpconfig only lists 34 entries in a really weird order

Bug Description

I have no idea why this is happenning, but:

  - +rpconfig lists items in a pretty weird order -- it's not ID, for sure
  - it also only lists the top (in that random order) 34 entries

In production these are the top 4 entries prefixed by their IDs:

1 The Ubuntu Store from Canonical http://pdl-dev.co.uk
34 Launchpad Mailing List Archives (Secure) https://lists.launchpad.net/
3 The Ubuntu Store from Canonical http://shop.canonical.com
4 The Ubuntu Store from Canonical https://shop.canonical.com

And these are the last 4:

37 The Ubuntu Store from Canonical https://usshop.ubuntu.com
38 The Ubuntu Store from Canonical http://ubuntudev.gatewaycdi.com
39 The Ubuntu Store from Canonical https://ubuntudev.gatewaycdi.com

There are currently 44 RPs in the database and 44 displayed, so the list isn't being truncated.

I'm fixing the ordering to be sane.
