API documentation generated even when not needed

Bug Description

The API documentation is now generated as part of the build make rule, and it's always generated, even though nothing has changed since the last time. This means that on my desktop it now takes 11 seconds (when everything is in the file cache), and on my laptop 16 seconds longer to start the server. This is really annoying while doing development, and you have to restart the server often.

Please either make sure that the documentation is only generated when it has change, provide a new make rule that starts the server without generating the documentation, or simply make generating the documentation explicit.
