Confirmed on gnome-menus 2.22.2-0ubuntu1 on Hardy.
There's also no man page, which makes things even more complicated. If passing options isn't supported, it should say so; if the options passed are invalid, it should say so. Simply opening up a weirdly blank window seems like the wrong behavior.
