[Win32] Pigment must show a message if there's no proper 3D support

Bug Description
If the user's Windows machine doesn't have proper 3D support, Elisa doesn't start and fails silently.
Steps to reproduce:
1. Install Elisa in a Windows machine that doesn't have OpenGL 2.1 support.
2. Run Elisa
Actual Results:
Elisa doesn't start.
Expected results:
Elisa shows a message box to the user saying that needs OpenGL 2.1 or later to run.
Probably asking the user to update the graphic card drivers to the latest version too.
