Bug Description
When duplicating a layer it appears that it is added below which is :
1. not very consistent since default is to place new objects on top
2. not very usefull, because if one copy is certainly because one want to work on it.
Duplicate layer should be added above the copied.

Duplicate Layer now duplicates above the original, and also duplicates all hidden and locked elements of the layer, as well as all sub-layers.
