Please sync freemat 3.6+dfsg-3 (universe) from Debian unstable (main).

Changelog since current intrepid version 3.6+dfsg-2:

freemat (3.6+dfsg-3) unstable; urgency=high

  * Removed libarpack2-dev from Build-Depends due to license issue, this
    disable Eigenvalues for Sparse Matrices functions. (Closes: #497723)
