Manually register bounces?

Bug Description

I have several announcement-lists, which all relay all
their responses to a moderated administrator-list. Most
of what ends up in the "administrative requests" are
bounces in odd formats (and languages).
.
What I would like is a way to (for instance by using
the "adm. req." web-interface) manually register the
bounce.
A fifth "Action :" radio-button "Register as bounce"
and two text-boxes (e-mail and list-name) would be
sufficient.
.
Another way to approach the problem would be making the
bounce-detection mechanism easier to expand, without
needing to write python-code.
