True/False define missing in ListAdmin.py (2.1.5)

Bug Description
moderated posting is broken in python versions without
True/False in Mailman 2.1.5.
this is because the True/False define is missing in
ListAdmin.py
as far as I can tell there aren't any other scripts
which miss it too.
