Pipermail ignores URL_HOST in attachment paths

Bug Description
In a new mailman 2.1.2 installation, the URL_HOST is
set to one of the virtual domains hosted by the
webserver. All of the email and web interfaces handle
that properly including most fuctions of pipermail
EXCEPT that URLs to attachments stored get
HOSTNAME/
[http://
