Moderation-Bit of new lists will not be set

All lists created with Mailman 2.1.1:

I can not set the moderation-bit (bottom of member-list)
permanent. It only sets the moderation for the current
members, and then it turns itself off.
On old lists - the moderation-bit will be permanent on or
off, so also new members are moderated or not.

This is working as expected. The default value of the flag
on the member page is taken from the
default_member_moderation option on the Privacy->Sender
Filters page.
