qrunner high CPU load

Bug Description

On my private, low use P60 server qrunner uses about 10
s CPU time and is run every minute. That's 15% overall
CPU time or 4 hours/day for a mostly idle task. It
would be preferable if mail handling were triggered by
incoming mails. That would also deliver them quicker.

If there is still need for recurring checking maybe you
can make that less resource consuming.

Thank you, Bernhard

If your lists are mostly idle, you can change your cron
settings to run qrunner less frequently. You could also be
getting hammered by Python startup costs on your older machine.

Mail handling should be more efficient in MM2.1 because we
run a qrunner daemon and don't restart a new one every minute.
