extra HTML in front of results pages

Using mailman 2.0.6. The results pages (the subscribe
results and the changing user options results) have
extra HTML at the top of the file. To try to say this
another way, there is HTML that is inserted before the
customizable data. To reproduce this problem in
2.0.6, view a list info page, and press the subscribe
button. View the source of the results page. Observ
the HTML text before the version comment line.

This problem makes using a custom background color on
the results pages impossible.

Known bug, fixed in MM2.1, but since it's not a critical
security bug I won't be fixing this in MM2.0.x.
