Bug Description

the listinfo page always displays a url for the mailing list archive, even
if there isn't one. The user gets a 404 error and is led to believe the
list archive exists but the server is misconfigured.

* The listinfo page should not display an archive url if there is no
archive.

* The archive url should work even if the only archiving format selected is
raw mbox format; right now unless html archiving is enabled, the public
html dir is never created and users continue to get a 404 error, leading
them to believe that either the server is misconfigured or that list
archiving is not enabled at all.

Your second point is a good one, and this is fixed in MM2.1.

For the first point, it's difficult to accomplish given the
rather inflexible templating system used in MM2.0 and 2.1.
It's likely that a post-MM2.1 release will have a better
template system where this would be possible.

Closing as fixed (even though it's only 1/2 fixed.)
