Preserve option removes message

When in the pending administrative requests, selecting
the preserve messsage option will remove the message
fropm the queue, even if defer is selected. If this
is the desired function of preserve, then it should be
an option on the smae line as the
Defer/Accept/Reject/Discard, as it will override those
settings.

I suggest making it on the smae line so that a list
operator doesn't confuse the use of preserve and start
perserving all messages - mailman already has an
archive option. Also should add in an email
notification to the administrator when a message is
preserved.

Hmm, that's not how it should work (forwarding and
preserving are orthogonal to the disposition of the
message). I just tested this in MM2.1 and it works there.
