gate_news bug still exists in 1.1 (PR#163)

The gate news bug reported below was supposed to be resolved (Bug report
104)
but it still seems to exist in mailman-1.1

I did a make install and a make update. Do I need to do anything else?

I still think this is no longer a problem due to the rewrite of the locking
mechanism (and the gate_news script!) in Mailman 2.0
