admin interface not logging in properly

Bug Description

I've installed mailman 1.1 as a debian package and
find that sometimes the admin login doesn't work
properly ie every time I change pages it
asks for a new login. It didn't happen when I
first installed the software, doesn't happen
to another person who was lists on the same
machine and doesn't happen with an installation
I have on another machine.

It happens with netscape, mozilla or konqueror.

On thing I've noticed is that the cookies look strange
ie
 "(lp1\012S'130.95.128.4'\012p2\012aI968395197\012aI968405997\012aI-29
1169898\012a.\"

while the cookie I get from the working installation is
just a string of digits

Also with login I don't get the message at the bottom
about cookies and don't get a logout button

This is probably related to the well-known Mailman 1.1 cookie decode
problems. The cookie mechanism has been completely revamped for Mailman
2.0 and should not suffer from this problem.
