Drag a link to another tab, scroll doesn't work

Bug Description

Binary package hint: mozilla-firefox

Drag a link from one tab to another, already open. Press Page Down. The page in the previous tab scrolls, not the current tab. You have to click somewhere on the page, then it scrolls correctly. This happens maybe half the time. I was looking at http://www.gold-eagle.com/editorials.html when I figured out it was doing this.
