'cd' doesn't work on sftp server

Bug Description
At the moment, you can't use 'cd' on the Launchpad sftp server.
sftp> cd ~jml/tribunal/trunk
Couldn't stat remote file: No such file or directory
This is with the standard openssh sftp client.
This bug makes the sftp server way less useful, and will probably cause problems for most GUI clients.
