Bug Description
This is the second in a series of three reports based on question #43756, suggesting ways to improve the translation interface.
The text on the "Upload new translation resources" page is confusing to users. An example of this page is:

The text currently reads:
Upload either a single file (.pot / .po) or a tar file containing a PO template and a set of PO files (.tar, .tar.gz, .tgz or .tar.bz2). The files you upload will be reviewed by an admin before they appear in Launchpad. We do this for new uploads so that we can check that things are set up properly. Further uploads of these files will not need to be reviewed.
This text doesn't make it clear how long the review will take, how this differs from the "Upload files for Template" pages, or that future uploads will in fact need an automatic (and perhaps manual) review. A better message would be:

An admin will review your files before they appear in Launchpad, to make sure they are set up properly. It normally takes a few days before an admin can review a new template, but updates can usually be reviewed automatically within a few hours.</p>
