nic not enabled after install

Bug Description

HP NC4200, dapper beta 1.

After install using the wireless nic, the wireless nic was not enabled, had to
enable it in the gui to access the network. The configuration of the wireless
nic was okay though.

This has nothing to do with network-manager (possibly not even netcfg but udev)
