Initial imports from plugin-using bugtrackers shouldn't send out more than one notification

Bug Description
At the moment, all bug and comment imports from bugtrackers which use one of the Launchpad plugins will generate notifications for each comment imported. For the initial import this could lead to a *lot* of bugmail for some projects (for example, if the GNOME bugtracker installed the plugin).
Ideally, we should send out only one notification for the initial import of comments / bugs, with the imported comments attached.
