/etc/hotplug/firmware.agent seems to have an incorrect directory list

Bug Description
I was trying to figure out where to put some firmware, and just noticed that
/etc/hotplug/
/usr/local/
directory mentioned there doesn't exist in -my- Breezy; mine seems to have
/usr/local/
it supposed to be? And is there some particular directory I should be using for
my own firmware that's not coming from one of the Ubuntu-supplied debs, such
that it won't get bashed in an update? (I'd normally assume the one in
/usr/local, but that's precisely the one where the script and the filesystem
disagree, and I'd rather not have some update change one or the other out from
under me.)
